SOURCE: 2000 Accord turn signal problem
either the front or the rear turn signal bulb is blown, that is why the flash frequency is high. replace the bulb and the problem will be solved. best to replace both the front and rear turn signal bulbs. good luck.

Take off the black plastic cover under the dash above the brake pedal, 2 9/32 screws hold the front edge to the bottom of the dash. The flasher is located behind the dash above the parking brake. it has a metal clip holding it to the dash about behind the trunk release button. You have to reach around with your hand to find it as it is hard to see. Once you unclip it you can pull it down to unplug it. I just did this job, once you find it it's easy. Napa carries the replacement flasher $13.19. Good luck!!

Found it!! - It is indeed under the dash, directly above the clutch pedal arm and attached to the brake support bracket. The original one was black and NOT round. It's about 1.5 inches long and 1 inch square. The three wires drop down out of the bottom and there is a connector release you have to push to release the wires. The flasher relay itself can slide off the mounting point, with a little extra pressure, pushing towards the left side (outward) of the truck. (left hand drive models).

make sure both signal lights work front and back if so then there is a signal flasher that will need replacing,it is located at or on the fuse panel under the dash on the drivers side.if you turn on the hazard lights you can find it under the dash and you will know what the signal one looks like also this will allow you to change the correct one and not the hazard flasher that some people tend to do thinking that they changed the right one only they have changed the wrong one.
