Below are instructions for changing the lock cylinder as well as a few diagrams. Best of luck.
Greg

  1. Disconnect the negative battery cable.
  2. Remove the lock cylinder bezel from the steering column shroud by carefully prying with a thin bladed screwdriver.
  3. Remove the shroud fasteners and remove the steering column upper and lower shroud panels.
  4. Insert the key into the ignition lock cylinder and rotate to the RUN position. Then rotate the ignition cylinder back to the ACC position.
  5. Depress the locking button on the side of ignition module assembly with a thin pick-type tool. Slide the lock cylinder assembly from the ignition module.

Take the switch to a lock smith and see if it can be fixed, if not, you will need a new one, or try a junk yard that has one with a key.
I know you said you were broke, but there is only a few choices. Good Luck.

I am wondering if my 1999 saturn sl1 has a key code for the keys

my 99SW did not have coded keys, and it had remote door locks which seem to go along with coded keys. i assume a call into a GM dealer which services Saturns could answer this question if you gave them the VIN. do a google search for saturn service in your area. there will be some hapless GM dealer stuck with doing the maintenance on Saturns and they should have access to a data base which will provide that info.

1999 Saturn SL1 will not crank or turn over

i think i know what ur problem is, i think its the relay to ur starter, not the starter itself. if there is a clicking sound when u turn the key that usually means that the relay to the starter is bad. hope this helps u

My 1999 saturn SL1 would not start w/o a jump. Then it began to start rather roughly now when i turn the ignition all i hear is 'electricity'. i have to get a jump to get it going

Sounds like you need to replace the battery. However you may have another issue and that could be your alternator. If the alternator is not recharging your battery while the car is running, then a new battery is going to die as well.

The shifter/transmission on my manual 5 spd 1999 Saturn SL1

This just happen to me a few weeks ago. If you take out the center piece in the car you should be able to see that the actual shifter is no longer connected to the rod which goes into the transmission. It is an easy problem to fix, however it is not cheap. I was told that you have to buy a complete new kit($250.00) for the shifter, however my dad gave me a different solution. He took some wire, and made a spider web type thing to keep it connected. On my car it was a small round plastic piece that broke, but I cannot remember what it was actually called. This little piece is not available through Saturn by itself, only through a complete kit. Please ask questions if this is not clear enough. Thanks :)
