99 CRV, Where is the test port for fuel rail? How to test pressure regulater?

The fuel pump is designed to run only when the motor is turning, On this model vehicle it is controlled electronically, either through the distributor or the ignition system on the vehicle. I would check the fuel filter for sure, but as far as what is causing the problem a few more questions need be answered from my end.

check out the injectors and the coil pack to make sure you are getting spark

fuel pump check valve doesn't cause pressure loss, just hard starting cold, the check valve is part of the fuel pump, so to replace the valve u must replace the pump. do not use anything but the orig style pump, here is the part number from THE OE PUMP MAKER AT www.rockauto.com

You mean the shrader valve that looks like a tire valve, on the fuel rail? That is not a bleeder, it is a test port to hook up a fuel pressure tester. You do not need to bleed the fuel lines.

Not really. If the problem was low fuel pressure it should take a long time to start cold also. Usually hard starting when the engine is warmed up is a coil or other electrical problem.
You can check fuel pressure before and after cranking with a special gauge hooked up to the port on the fuel rail.

You should not have to pull the fuel rail to remove the fuel pressure regulator. Just remove the vacuum lines, and the bolts. Make sure to relive fuel pressure before removing the fuel pressure regulator. To relive the fuel pressure, remove the fuel pump fuse or relay, and start the engine. This will relive the fuel pressure.

there is no fuse to relieve pressure, just turning the key off does the same thing, if you want to relieve the press just depress the test port valve in the fuel injector supply rail on the top of the engine.
