Power steering pump. If the gears in the pump become worn or "galled" the pump will whine and it will be harder to steer until the pump is replaced. **Check the power steering fluid level first. If it's low add to the correct amount. This may help if it's just low on fluid. If this doesn't help it is probably new pump time.
The car thinks your shifter is still in gear. turn the key back on and then shift it in and out of park a few times, making sure the little button for your thumb pops out all the way when you put it in park. that should release the key.

could be a faulty safety start switch, as far as the steering wheel locking up,, most the time thats just caused by turning off the key while the wheels are up against a parking curb or something thats putting pressure on the wheels, if the key won't turn Just pull it from side to side as you wiggle the key , I'd have the safety switch in the shifter checked, and maybe adjusted
This is common, if the wheel was turning at the time of the key being turn off it will put preasure on the wheel lock pin, this causes the lock to be diffuclt to turn, what happens is the steering wheel has a plate inside column, this plate has a lot of slots going around it, so when you turn the key off a pin comes up and goes into one of the slots that algin over it and if the wheel turns back the slot hits the pin with enough force to hold it, so when you turnn the key the linkage pulls the pin down bbut if its held the pin wont move and key wont turn unless you move the wheel which in turn moves the lock wheel away from pin, nothing is wrong its just something that happens, hope this helps.
you might have to relieve pressure ,do this by tring to turn the wheels hard eather left or rightturn key backwards first before tring to turn forward.you may have to remove cylinder and clean and lubicate with some wd 40 or you might have to replace . most common time this happens is when your parked on an inclinewith the wheels turned can even happen on the level
Put the key in the ignition, turn to the on position. Open the driver's door and remove the key (keep door open). Put the key in and out 4 times (in/ out only without any turning of the key) with the key out at the end. Hit drivers side unlock button 5 times. Wait at least ten seconds and shut the driver's door. Away you go.
It will stay like this unless you remove the cars battery - if so you will have to do that sequence again. Works for most if not all toyotas
Have you tried wiggling the steering wheel at the same time as you turn the key? Have you tried pushing on the gear shift lever, to make sure it's all the way in park?
Disconnect the battery.. Its magnetic. The transponder has gone bad in the key. May need replacing. Unless someone tried to put the wrong key in the ignition and broke the electrical contacts inside the tumbler
