Looks like the washer motor has failed. Remove the lower plactic trim under the washer bottle & check to see if the connector is plugged in to the motor. Also check to see if there is power to the motor with the switch depressed. If you have power, you need a washer motor. Common failure if the washer fluid freezes once. Ice gets inside the motor & expands, breaking the internal housing and ruins the motor.

I have a 2003 Jetta and the fuse box is between the dashboard and the drivers side door. There is a lid that covers it on the dashboard side. Inside there is a diagram/fuse card. The card has one top rectangular series of fuses numbered 8 through 23. Below is a square series numbered 24 through 44. The washer fuse is number 24 on the top left of the bottom square series. For me, I checked the fuse and it was good, therefore I am assuming that my pump is dead.

Check power at the pump motors. You may not see a fuse because some run off a circuit breaker. If all else fails, a bit "backyard" but you likely could break out the washer pumps from the system and make a simple push button on the dash to operate them.

there should be a diagram inside the lid of fuse boxes there should be 2 boxes one by the drivers left foot up about 10 inches from the floor and the other is under the hood fuses and relays in that one .also your owners manuel has a diagram of each box

you have 2 fuse boxes 1 located by the drivers left foot about 10 inches up from the floor and 1 under the hood both have a diagram under the lids, you also should have a diagram in your owners manuel .also check the section about the windsheild washer to see if there any special details. example in line fuse,or manuel resets or seperate relay etc
