The brake pedal has to be pressed before you can shift out of park, so either the switch wiring has come unplugged ( This switch is usually located at the brake pedal under the dash ), bad switch, bad fuse, Also make sure that you reconnected power to brake booster
My guess is he moved or broke a clip going to the steering column or moved something and forgot to put it back on. needs to look for the cable going to the shifter from the brake pedal arm. i think that has another cable at the top of the arm. he may have forgot to connect that. its been awhile since i worked on those but most cars and trucks are built about the same. have to check for lose cable or a lug that does not have something on it. it worked before it will work again when he figures it out. good luck

check the brake lights to see if they work ithey do then the problem is in the locking mechanism, however if the brake lights sont work then first check the fuse, check the wires and the connector that hooks up to the brake switch under the pedal and if it is dammaged repair as needed and if yo get the lights working yo have made the lock to work also!!

Sounds like the park/brake shift interlock switch is bad.

"An actuator solenoid and module assembly, located on the lower portion
of the steering column, locks the shifter in Park whenever it receives
a signal that the ignition switch is in the ON position. When the
module receives a signal from the Brake On-Off (BOO) switch that
indicates the brake pedal is depressed, it unlocks the shifter so that
it can be shifted out of Park."
It says the most common failures in the system are the fuse and the BOO
switch, and if they are fine, special tools are needed to diagnose.
To disable the system: Apply the parking brake, turn the ignition key
to LOCK, then remove the key. Insert the key and turn it to OFF. Press
the brake pedal. Shift to neutral, start the vehicle and select the
desired gear.

THERE IS A SENSOR ON THE BRAKE PEDAL THAT RELEASES THE THE SHIFTER.THERE A 3 COMPONENTS INVOLVED.U CAN PUT IT IN NEUTRAL BEFORE U START THE CAR.THEN WIL SHIFT.
They need to be bleed again all four wheels but your vacuum pump may be bad since diesels don't have vacuum then have to have a pump, check that the booster one way check valve is good if you can blow thew it both ways it's bad, to bleed start from the wheel farthest away from the master cylinder pump the brakes 5 times and hold down then open the bleed valve keep doing this until you get clear fluid out of each wheel once you have done that if it is still mushy and you know you have vacuum re bleed with engine running this will help push more out with power assist. most like the hard brake pedal had to do with no vacuum check out the pump. You may also have to reset the 2 way check valve if you need help with this let me know.
