Yes it is high if it still does that when it is warm. Cold idle speed is higher. Perhaps they will slow it down at first service.
Typically, the idle speed will be set at a value in the range of 600 to 800 RPM, but the exact value will depend on the number of engine cylinders and whether the vehicle is equipped with a manual or automatic transmission.
Did you change the TPS - throttle position sensor . Have you check for vacuum leaks . O2 sensor ? videos on youtube on how to test ! GM OBD Trouble Code 44 4 & 6 cylinders ? head gasket Do a compression test on those two cylinders .
You should ascertain the internal condition of the engine first, by having a compression test done, or, even better, a leak-down test. If all cylinders have good compression (a leak-down test will pinpoint where compression is being lost, like worn rings or valve seating problems, and the severity of the loss), then you know you have a healthy engine and can put money into parts. Any serious problems will probably be found with this test. It sounds like your car needs serious attention. Good luck.
That year S-10 had a lot of caburator problems and vaccum leaks . Check vaccum leak's first then Check you ilde control curcuit inside the caburator the idle jets may be clogged you also have a idle control set screw that can be adjusted to set the idle higher.
