You didn't make it clear whether it is the parking brake, the footbrake or both that is having little effect?
Footbrake effort of the rear brakes is often reduced by design in order to maintain vehicle stability during heavy braking. Footbrake performance is rarely affected by maladjustment.
Parking brake performance does rely heavily on the correct adjustment so the proper operation of the linkage can translate physical effort applied to the parking brake lever into braking effort.
Assuming the brake itself is in good and clean condition and the moving parts are not seized or binding it is highly desirable to fully release the parking brake cable or rod adjustment before carrying out adjustment of the brake. When that is completed the parking brake cable is then readjusted.
If the brake doesn't perform as it should it is clear the basic requirements (above) haven't been met...
