starters are normally located at the rear of the motor usually hard to get too or see. should be on your bell housing in other words just in front of the gearbox/clutch

SOURCE: Water pump

Hello nedy...if you have the V6 engine, it will require the removal of the timing chain cover to access the water pump. The water pump is mounted to the engine block with 4 bolts. It is recommended that the bolts be replaced due to electrolysis (steel bolt in aluminum block) Replace all gaskets and o-ring seals as well.
While you are in there, you can inspect the timing chains, it has 3..and the chain tensioners. A Haynes repair manual would be helpful on this project and will have the correct torque specs.

FUEL FILTER IS LOCATED IN THE PRIMARY FUEL TANK MODULE.

SOURCE: can't find the fuse box under the driver's side dash on my 2000 suzuki grand vitara. my radio/clock not working and dome light does not come on when the driver's side door is opened.

Its below the Dashboard, on the left side of your knee. You have to use a torch & locate it from under the Dashboard, Its roughly near to the Clutch Pedal.

follow the fuel line back from the injector pump and their is the diesel filter ,under the bonnet

I have a 2000" suzuki grand vitara with the 2.5

Run a leak down test on the fuel pump overnight, hook up a fuel pump test guage to the fuel injector gas rail test port etc. Diagnostic car regularly.

Do i need lock tool to change cam belt on a 03 grand vitara

I'd be first confirming whether you have a 1.6 litre Grand Vitara (petrol), or a 2 litre turbo diesel. The 2 litre petrol (straight 4 or V6) or 2.5 litre petrol engines are all chain drive.
If your engine is petrol then no lock tool is required (to hold the camshaft). Of course, there is a specific position that an engine should be rotated too before removing the belt from ANY engine.
If it's diesel, then although I'm unfamilar with that particular engine, the general requirement for diesel engines with high pressure injection pumps is "yes, you require a lock tool" to hold the injection pump pulley. As I think these are a common rail set-up, this requirement may not be necessary. Check with your Suzuki Dealer, or maybe someone else here will know more. A similar question may have already been asked and answered here too.

It sputters and has no power then it will go again for a whilr then start sputtering again really bad. doesnt seem like it is getting gas

Yes maybe you are right. It seems to be a fuel pump problem. Your are not getting the required pressure consistently.
