Has anyone had a 2004 kia rio with a p0712 ? what was your fix ?

This would mean (a) the transmission fluid temp sensor is bad, or (b) the computer is bad, or
(c) the connector or wires to the sensor have corroded/been damaged somehow.

Definition of your code:
P0712 Transmission Fluid Temperature Sensor Circuit Low Input

which means that the voltage coming from the sensor is read by the computer as too low,
which also means that it could be zero. Zero voltage can happen if the transmission fluid temperature
sensor connector has been unpluged, or one of the wires to the sensor have been cut/damaged/corroded.
If there has been recent repair activity to the car, then its possible that this sensor's wires or
connector has been disconnected/cut/damaged somehow.

I have 2005 dodge w code p0700 and p0712 what is this?

These codes are telling you that there is attention needed at your transmission.
p0700 code is the transmission controller, there are solenoids on your firewall that may need to be replaced.
p0712 code, is telling you that the voltage to the transmission temperature sender is too low.
I would discuss these codes with your reliable auto center, and get a quote for repair.
Please let me know what you find.
