What would make my vvt solenoids and fuel pump recive power even when car off

There is a fuel pump relay under the hood.

test the gauge compass +full , for open , corrosion, wires. 2) resistor open normall by 10 ohms 3) maybe can use the thermistor test for open or defective 3) test for open fuse or bad contact fuse, dirty or corrosion or loose wiring.

as far as i know you do not bleed power steering pumps. you fill them and start the car and turn steering wheel from lock to lock
