SOURCE: Heater not working
If your Jetta is a TDI as per the categeory, then this is normal, especially in cold weather. I will take a lot longer for a TDI to come to full operating temperature. The coolant temperature gauge can also go down when the car stops at traffic lights for short periods.
Does it eventually get warm again after driving a little?
IMPORTANT!!! Only have Thermostat, waterpump, and TB replaced by TDI experts!

Your problem sounds as if the thermo sensor....which controls the air
fuel ratio when engine is cold....is faulty. It is a common fault on
this model.
This is not an expensive part, and takes only a short time to fit.

its in the fuel tank..you might be able to get at it without removing the fuel tank if its under the rear seat....dont forget to disconnect the battery
