Could be your heater core leaking. Does your coolant level slowly drop? A pressure test of the cooling system would tell you if there is a leak-pretty cheap test too.
If the heater core is leaking, it could be an expensive fix-on most of these newer GM cars, to change the heater core means removing the whole dash, the instrument panel, from the car. It's a real headache-on older models it was usually an easy replacement.
The heater core may be leaking / faulty - not familiar with Cadillacs, but normally it is located inside the car, behind the dashboard (glovebox) on the passenger side (near the blower motor). This may be something for a mechanic to diagnose if you are not familiar with automotive heating/cooling systems.
Sounds like you have a bad heater core
SOURCE: 1999 cadillac deville air wont work
There's a blower motor (fan) under the hood and up against the firewall near the center of the car that takes some work to remove. It has gone out in the last 2 of my 4 Cadillacs. Turns out if you're not real careful with the positioning of the spark plug wires they will brush up against it, and if one of them gets cracked or brittle it will "arc" and short out the blower motor. The a/c compressor should still come on (you'll hear a click when it engages) but you won't get any air blowing into the cabin, hot or cold.
The part was like $200 stock (year 2000 prices) and it took about an hour to remove it. My Caddy at that time had this damn strut bar going across the engine bay which we eventually removed to get to the blower motor.
SOURCE: thermostat location on a 1999 cadillac deville concours
looked it up online and looks like it's on the front of the water pump in a thing called the coolant inlet housing. one end of it looks something like the letter y and the other end, where the thermostat is round. hope that helps
SOURCE: Where is he fuel filter located on a 1999 Cadillac
Rear of the vehicle by the fuel tank...by the frame rail:

I had the same problem. The mechanic could not get the compressor to take in new freon. It has to do with the car's memory. You have to reset it by disconnecting the hot wire from the battery which for thirty seconds. This resets the cars internal memory, so it won't remember that it's out of freon. Reconnect it turn on the car and turn on the air the compressor will start.
