More then likely the lighting control module is bad , But testing would be a good idea. Look at a wiring diagram at http://www.bbbind.com/free_tsb.html .Do you know how to test solid state electronic componets . Testing basic automotive electrical circuits ? The lighting control module supply's power to turn on the lights. Your best bet , take your vehicle to a ford dealer .

Sounds like a bad lighting control module. They were very problematic for '03.

For check passenger compartment fuse panel, is located below and to the left of the steering wheel by the brake pedal. Remove the panel cover to access the fuses.

Other details and descriptrions can find it in 2003 Ford Crown Victoria - Owners Manual (page 164 and next).

SOURCE: car wont start no fuel

It is located in the trunk, left hand side. There should be a small hole in carpet, look for a red button and push it. Hope this helps.

Is the same trans the only thing different on a police package is a better suspension and the ECM is program different so it could have more RPM and the trans will shift difrent. but is all in the ECM.

If you are referring to when the headlight switch is on and the tail lights go off then you most likely have a bad headlamp switch or a bad connection between the tail lamps and the relay? If the brake lights are what you are referring to then your brake light switch on the brake pedal could be faulty? Please specify in detail what where when and which lights in reference? 1999 ford crown vic dash light running light problem.

Check all the bulbs at tail end for parking and brakes, test grounds and harness for trailer. Check fuses. clean batery terminals, Re instal head light swich properly and make sure all wires conect.
