    lets see
    engine will not crank?
    engine will not start at all
    engine starts then stalls in 2-3seconds.
    engine floods(stinks of raw gas)
    engine power weak
    engine shakes hard.
    engine makes funny noises.
    engine never had a tuneup this decade/?
    CEL lamp dead , key on, fuses blown.

    the EFI system controls fuel at all times
    even in a crash, it can cut fuel.
    and other ways also..
    what matters are SYMPTOMS.

Don't know what you found under passenger side dash but it isn't a inertia fuel shut off . Chrysler , Dodge an Jeep do not have inertia shut off . You have no clue as to the complexity of the electronic's on this vehicle . Do yourself a favor an have it towed to a qualified repair shop.

1990 Jeep Wrangler. Driving with lights on for 10 - 15 minutes. First the dash lights go out followed by the headlight and tail lights. If you pull the dimmer switch back (like you would to flash your brights at someone) the head lights will come on and as long as you continue to pull back on the dimmer switch the head lights will stay on bright.
