No they may withhold federal tax if Donald trump demands that they remove laws and regulations that make it more expensive to do business in California like health and safety ,emissions standards that are higher than other states , other inconvenient laws that make working and living safer for Californians if they don't remove these inconveniences to his buddies profits he will with hold federal funds
