1: tune it up this decade?
2: EGR stuck open, the EGR main is well hidding behind
the intake man, at fire wall
it must not stick open
it can screw up 10 ways from sunday
but cleaning it is a 50k mile service point, in the opr guide.

400 rpm is usually EGR caused
it must NEVER be open at idle.
Is your transmission shifting down properly when at an incline etc.?
