If your hearing this in the passenger compartment it is mostlikely the heater core. Low coolant or air that was not bled out could be the cause. If your coolant system has been neglected it is posible that blockage is causing the coolant to be diverted or just flow with exteeme turbulence.
A clogged condensation drain for the ac evaporator could leave the pan full from condesation or if the hearter core is leaking than coolant. But that would only slosh as thecar moves and water would be dripping on your feet
Sounds like its time to check your antifreeze...
