There is a connection under the seat for the power seats. I would pull that apart and see if you have voltage there. If you do then your problem is to the switch or the switch itself.

That the latch is either faulty or the seat weight sensor is triggered when no one is isn the seat and so its telling you someone should have their seat belt on.

I watched the dealership mess with same problem before reminding them of the window lock out on the dash. On my 00 celica its between steering wheel and door on lower part of dash. It had been activated and no one thought to check. Remember what K.I.S.S. stands for: Keep It Simple Stupid.
Check under the front seats , there should be electrical cables and connections, check they are ok, its possible something like a bottle can roll under the seat and catching the cable connector make bad contacts , putting on the warning lamp. If they appear to be ok and its still on, then go to the dealer to test the system.
