If all the items you listed were replaced then you have either a ground breach where no ground is reaching the negative post of the headlamps or there is no power source connection. Start with verifying power to the headlamp switch. If yes, verify power from the relay. If yes, verify power to the terminal at the headlamp. If yes, start with the ground circuit. If there is no ground connection you can save years of frustration by fabricating a new ground circuit from the body to the headlamp ground terminal. I'm going o get frowned upon for that but, hey, if it works for the time being, right?
