I'd say, a direct short to the Ignition "on" circuit, or bad connection, or possible relay or bad horn switch. If you "bang" on the horn, it may loosen the contact that is sticking. For tempory solution, disconnect the horn, Tape the end so it doesn't short, and drive carefully so you don't need the horn, until you can sort out the problem. Could be a horn relay with welded contact points. Solution being replacing the relay. Follow horn wire back toward firewall. You may run into the relay, or if it goes through the fire wall the relay may be under the dasy. Time for repair manual with electrical. Parts store may have, or MFG customer service, or
filepeep.com if they have it, or manualslib.com
You seem to be DIY oriented, so you may need it later anyway.

Has the fuel filter been replaced recently, if not it could be dirty from crud in the tank jarred loose when the fuel pump was replaced.

If the alarm light is blinking, then the issue could be with the vehicle immobilizer or key. The key may need rematching to the vehicle's ECU, which will need reprograming by the manufacturer service centre.

You should be able to pull down your back seat and pull the safety pull inside the trunk.

Is the alarm causing the horn to honk? If so, you need to figure out what is causing the alarm to trigger, which could be any number of things.
Or, the panic module could be failing.
It is least likely to be the horn ring unless the only way you can get the horn to stop is by "beating the horn button on the steering wheel".

If it is, then you can replace the parts for the horn button, but you will need to get an assembly manual for the vehicle. Be sure to disconnect the battery before attempting to remove the airbag module. If it goes off, then you risk injury, and, they are not cheap to replace.

this is most likely due to a defective door open/ajar sensor, it is not related to the horn pad/airbag, this happens during hot days from horn pad warping due to heat, have the driver door ajar switch replaced.

YOU MAY HAVE A DOOR SWITCH GROUNDING ITSELF. CHECK DOORS AND HATCH SWITCHES
