Did you check the relay? Power goes from ignition switch to relay to pump. Where B+ stops is your problem.
Run a pair of jumper wire from battery to pump just to see if pump works. If it buzzes and runs its ok.
Then you definately know its something in the control circuit.

Where is the fuel pump for a 2004 ford ranger

try the fuel pump rested button. its on the passenger side up by where a persons foot would sit. turn ignition on. press the button, ignition off, the fire it up. this could be it due to fords and their sensitive mercury sensors

Are you getting power to the inertia switch? I would check the fuse and relay for the fuel pump.

2004 Ranger XLT 4x4 (4.0 V6) fuel pump/system problem

if the pump has been changed twice its probally not the pump. could be the fuel pressure regulator. the computer will still throw a fuel code but in order to really diagnose the problem they would have to test the fuel pressure.
