Make sure coolant level is full you can still have normal gauge readings but yet low or no heat if system is not totally full. Second- feel your heater hoses-are they both real hot? Is just one real hot and the other not? Do you have auto heat control or manual? Could also be plugged heater core, bad blend door motor, switch and etc.
You will need to check the fuse located underneath the drivers side steering wheel. Flip the fuse box cover lid over and you will find a diagram. Replace the fuse labeled "blower" with the same number fuse. If it still does not work after you replace the fuse then you will need to replace the blend door actuator located behind the dash.
Sounds like blend/diverter door is not actuating. Check to see if blend door(s) actuate when controls are set. If not pry on blend door(s) to make sure they are not stuck. If fluids (beverage) has spilled on top of dash it can cause door(s) to stick. Also check vacuum lines at door and if necessary at control panel switch locations. If door stuck...clean. If no vacuum in lines trace back to find broken, leaking, or clogged lines.
My 99 windstar did this too. It was the blend door that the actuator motor goes into was broke. When you pull the actuator out look into the hole and see if you see a d shape piece coming out of the box if it is not d shape it is broke check out this site great photos
