Sounds like a security system try putting the key in turn it on dont try to start wait 10mins turn off remove key for 5 seconds repeat 2 more times see if this helps
Is the battery dead or disconnected? I've had that problem in another Chevy. With battery disconnected it would not return to the off position and allow me to remove the key.
I had this same problem with my 2002 Monte. It is a very cheap fix about $100(If you do not got to the dealer $800) The car thinks that you are trying to steal it so you have to turn the key in the on position until the security light goes off and when the light goes off dont try to start it. Turn the key to the off position and then try to start it. It should take about ten minutes. I know its frustrating cuz I've been there.
