1999 car in USA?
Innova what model is it.? best is the one that does all FORD factory codes too. P1xxx UP,etc.
Innova, OBD2, scan tool (I have 2)
here are the steps,
1: fresh batteries in INNOVA 3x, AAA .
2: fuse that runs pin 16 power on OBD2, Power in not dead but is 12vdc or it fall fails. (car fuse for this pin not blown)
3: connect INNOVA 16pin plug to 16pin jack at knees dash edge
4: turn on INNOVA and scan . , the manual if free, if lost.

It is an unknown make in North America, but I found this if you are having starting issues.

  This manual describes common test procedures used by experienced service technicians. Many test procedures require precautions to avoid.

The models of the two cars are different, and the codes should also be different. Kijang Innova can only read its own code.

The scanner check procedure for Innova or Innova venturer is as follows:
(1) Turn the ignition switch to OFF (disconnected);
(2) Plug the scanner power cord into the cigarette lighter holder;
(3) Connect the scanner to the diagnostic communication circuit or the diagnostic socket of the check connector;
(4) Turn on the ignition switch; start the scanner to check the fault code;
(5) Turn off the ignition switch for troubleshooting and analysis, then turn on the ignition switch, and use the scanner to erase the stored fault code;
(6) Take off the scanner.

OBD2 should work, if you are getting no fault codes it probably means all is ok. Special software is required to remap the computer and should be done only by experts ie: BMW dealers

you should contact the provider of the software to check this, it will almost certainly be knowledge only they have.

Could be a bad sensor

Could also be a mechanical issue

Timing Chain or Belt problem

DO NOT throw parts at it

I have professional scan tool software,
but takes time to set up, to just get a quick
code check & look at I/M Monitors

Because it is likely not up to date on CAN BUS technology, an uprade is suggested.
