Recirculation is the difference between out side air coming in and just trying to keep the cold air in. You can remove the glove box and see if the motor is working. Motors are the first to die. On your's, a 99, it could be the controller, motor or door. If you can pull codes from the controller( takes a scanner) do this first. If not, all of it can be checked with a volt/ohm meter. This part takes time.
If you can try another climate control switch and did you replaced the pressure switch?
Didn't change the switch ... a/c is cold jus no recirculation. ..... compressor cycling lik normal ... an dont have access to another panel at this time but i did the calibration test an it says it operating normal ... no flashing lights jus doesn't. . Recirculate

It's in behind glove box, you will probably have to remove glove box, but a good look up from under will tell you. You did check fuses & resistor right? Did it run for a while on high only?

There has been issues with the solder joints on the PIN connection to the gauge cluster. The issue being that over time thru vibration and such one of these solder joints will fail (happened on or 1999) you can repair this though. You will have to remove all of the trim from around the driver's side dash board, this will include the trim towards the center of the dash. Once these pieces are remove you'll need to remove the gauge panel (I believe (4) allen head screws) carefully bring the panel and release the wire clip from it. Looking at the back of the panel, where the plug was, carefully with plenty of light look for one of the pins to have a failed solder joint. It will be very faint however the failed joint will be a fine dark line around the pin. To correct use a small soldering iron and reheat this solder until it wants to flow, let it cool and reassemble.
As I fore mentioned I had the exact same issue as you are describing, our is a 99. The most tricky part is the dash, take your time with it.

This same thing happened to my daughter,s car, and it ended up being fixed with a transmission speed sensor. This sensor not only runs the speedometer, it helps tell the transmission when to shift too.

OK got your message on the other post (About the van) I am assuming that your Voyager is equipped with Automatic Climate Control. Follow the instructions below and you will get a better idea of what is wrong with your system.
Calibration/Diagnostics
1. To enter calibration/diagnostics test, set parking brake. Start and warm engine to normal operating temperature. With engine idling, turn blower switch to high. Turn mode switch to panel. Open all outlets. Move temperature to full cold.
2. Press and hold rear wash and rear wiper buttons simultaneously for 5 seconds (Until ALL LEDs illuminate). All LEDs should illuminate for 5 seconds. Rear wiper and intermittent rear wiper button LEDs will flash alternately during calibration/diagnostics test.
3. After approximately 60 seconds, if only the rear wiper button LED is flashing, calibration is successful and the system is okay. If rear wiper and intermittent rear wiper button LEDs are flashing, Diagnostic Trouble Codes (DTCs) are present. (See "Reading Diagnostic Codes" below)
4. To exit calibration/diagnostics test at any time, press the rear window defogger button, rear wiper button, or cycle the ignition off and then on. Test will automatically terminate 15 minutes after calibration/diagnostics is entered.
Reading Diagnostic Codes
1. Perform calibration/diagnostics test. If a DTC is present after calibration/diagnostics test has been performed, system will flash rear wiper and intermittent rear wiper button LEDs in sequence. Rear wiper represents code level, and intermittent rear wiper button LED represents code value.
2. Each time the rear wash button is depressed, rear wiper button LED wil cycle to the next code level in numeric sequence. After code level 5 is reached, rear wiper button LED will cycle back to code level 1. See table below.

If the air is not cold check the pressures low side should be between 30 and 40 high between 150 and 200. If the pressure is right and not cold then you have either a blend air door prob as in the heat is mixing with the a/c check and see if the line outside under the hood is cold when on if yes check the blend doors.--------- in your case is not exact for low or high.But its near to perfect.----------- Also as you mentioned that system is recharged, but if its over filled with the refrigerant then, that can also be the one problem of AC not blowing cold air.-------- ---------- But if we assume the pressure are on.Then most of the other possibilities are already replaced by you, except blend door actuator.t can be the possibility causing the problem.------- The dash needs to be taken apart to inspect the bled door.The actuator is stuck or the blend door motor is faulty, its not opening the door to let the air move out.----- Getting this possibilities checked will help.Thanks.Helpmech.
