Yesterday the horn just went off constantly , as if someone just kept their finger on it , I unlocked the car but still going off , started the engine still going off , I disconnect both horns . Then side lights came on , so I pulled the 10a fuse out to the horns , then side lights went off , on investigating a little further I noticed that the horn buttons now started working my radio which just turned the volume right down only , then the radio wouldn't do anything after that , so turned ignition off waited 5 mins , turned ignition back on , I could control radio by touching the radio it self, but as soon as I pushed the horn but again it would turn the radio down , then after that I couldn't turn the radio up manually , or change station . I switch off ignition again waited and turned back on , the buttons for volume control on steering wheel work the radio fine it's only when I push the horn button it either turns the volume down or changes the channel , the fuse is still out off the horns , and if I don't touch the horn everything works fine including the lights and the rest off the car ? Can you shed some light on this please

check for broken wires the neagative is by the horn button in the steering wheel has air bag ever been replaced in steering wheel if so the wire may have not been plugged in

Replace the Clock spring. It is mounted behind steering wheel. It alows electrical connection while the wheel turns.

save yourself the hassle , buy yourself a momentary 12volt switch drill a nice clean hole on your driversside dash and re-wire your horn to it, all the screwing around you'll do to figure out why toyota makes cheesy horn contacts you could have your problem fixed..
on one side of the switch you should run a wire that is a 12volt switched +
on the other side I would run another side run a new power wire to your horn
leave your horns stock ground and just replace the HOTLINE ..
you could even go as far as installing a la cou ca racha horn to bring back that 70's Lowrider feel lol

You have to first check for power to the horns. Remove the plastic panel under the hood on top of the radiator support. The horns will be there on the side of the radiator support. Hook a 12V test light or volt meter to them and press the horn button and see if you have power there. If you do its a bad horn if you don't then check fuse no. 5 (15amp) in the engine compartment fuse panel. If it is good then the next step is to eliminate the relay also located in the engine compartment fuse box. Basically how it works is the no. 5 fuse feeds both sides of the relay. You have a switch side on the relay that feeds the horns and a coil side which when energized by the horn button creates a magnetic field which closes the switch in the relay and blows the horn.
If you have no power to the horn and your fuse is good try swapping the relay with another one in the fuse panel if it still doesn't work then go to the connector located at the blower motor under the hood,there will be 2 connectors that run on top of the blower motor,the one you want is the bottom one of the 2. It will be a square 12 pin connector. Find the dark blue wire there and ground it if horn blows then it will be the clock-spring or the horn button itself.
