We Replaced the A/C evaporator which means we also remove the whole Dash board panel including the steering wheel. When we finished reinstalling all the removed parts, we conducted final inspection for the functionality of A/C then suddenly the vehicle is not starting at all.

I just had this same problem with a '96 . do you have a vats key in your '94? you need to bypass the VATS system. read some of the blogs on this site and it will tell you how to do it. I fixed mine with a $2 resistor from radio shack.

try leaving the key on for 5 to 10 minutes
for the BCM (body control module) to relearn

wow - I just happen to know this one -
The battery was dead on my H2 - which I didn't know until I put the key in the ignition and tried to start it... then found that I couldn't take the key out of the ignition and thought the key was 'stuck' on top of it all. I called the Hummer dealership and they said that's what happens when the battery is dead - the key gets locked into the ignition until the battery is jumped or replaced...

Read your manual or take it to the dealer. It sounds like it needs reset.....if this is a factory anti theft system, only the installer may be able to help you.
