The timing can be reset by lining up the timing marks, but this is futile if the belt has broken or timing has jumped more than a few teeth. What are the circumstances by which you think you need to reset your timing?
Much too loose ... should only be 1/4 inch (10mm) max . Be careful when lining up timing marks check again after tightening belt. if not aligned reset the belt. JS.
If you know about timing belt driven water pumps.. you know that you have to reset your timing on the engine. If you think you can. Tear it down.. replace the pump. And go onto the internet and find that engine and ask for timing marks.. reset them.. and all will be fine.. hope this helps.
I dont think there is any bent valve but that you lost ur timing by a few (mm) if I folowed ur explanation wel, get some1 to reset ur timing, thats a few minutes job. Good luck.

You changed the belt?
Just reset it to tdc and align the marks like you were doing it for the first time.
If it is off a degree it will run. It will not run good.
Replace the tensioners when this done yes.
Align marks and reinstall.
u dont 'reset' a timing belt. u replace it. its not a job to take lightly as getting it wrong is expensive. on ur car its really easy to do IF u knoiw what ur doing, which i dont think u do. play safe and have a garage do the work for u, wont be much on an 8 valve astra, its an hours work tops.
you may adjust the distributor cap, this may not fully solve your problem. If the belt was recently changed, I'd recommend having the shop/mechanic(who worked on this) check the timing. The belt will need to be removed and reset properly if it offset. Many mechanics offset timing belts on these engines due to lack of knowledge on these engines proper settings. Try pulling it forward the try going to the tip of the seat belt were it dissapears into the door and pull from there or if it's impossible I think it's time to change your seat belts.
