Pete, is there any chance your speedometer is in Kph and you think it is in Mph. 60 kph = approx. 37 mph.
If not, I would say you need to replace speedometer.

How old is this car it either has a speedo cable or it is electronic which means cable is broken or sensor has stopped working if cable broke u need to undo at transmission and replace of go to dealer and have them fixit it might be the gear at the trans also

Have you changed tires/wheels to a different size than was originally specified for this car? That will throw the calibration of your speedometer off. Sometimes the onboard computer can be adjusted to fix this, but you need garage professional programming equipment to do something like this if it is possible to do at all. Otherwise, if your speedometer is off and you haven't changed anything, it may need to be replaced, or the sensor on your drivewheels. Check with a mechanic.

1998 plymouth voyager speedometer reads 15 over

I would suspect you have a faulty electronic speedo head, have the cluster removed and have it sent out for repair of the problem. There is no at home repair procedure for this problem, it takes special equip to repair the speedo.

Do you have after market tires that are larger than stock ? This will affect your speedometer.Another thing could be the speedometer gear which is easy and cheap. Its at the end of your speedometer cable inside of transfer case.

Speedometer reading is off

The hand is usually pushed onto the speedo on splines so dismantle until you can get the hand then pull it off and put it to 0 and push it back on.
