Rear tailgate will not unlock

Depending on what you have for diagnostic knowledge and tools. You may want to send it in for diagnostics and repair. I can tell you that your vehicle's BCM (Body Control Module) controls these circuits. If it was a t my shop. I would first look for any fault codes. Then through the scan tool, manually command the doors to lock and unlock. Depending on what I find, take a closer look at the master control switch. This is in the drivers door and opens/closes windows and locks/unlocks doors. I'm forwarding you a couple wiring schematics just in case. I don't want to slow you down. FYI under the hood, inside the power distribution box. There is a relay for the tailgate lock/unlock. Any questions please feel free to write back. Good Luck.

Any chance you are close to the car when this happens? You could be seeing a security-system interaction. Outlander ES features a standard remote keyless entry system, and all models include a standard anti-theft engine immobilizer and security alarm system. Outlander Special Edition, LS and XLS models add the FAST-Key system that allows the driver to unlock the vehicle simply by having the remote in a pocket or purse and grasping the handle on either of the front doors or the tailgate. The FAST-Key system provides both convenience and security, since the driver does not need to search for a key or remote control while carrying packages, or when in a poorly lit area, for example. The system operates when the driver (carrying the remote unit) is within 27 inches of the front doors or the tailgate. While walking into that range, the system verifies the user i.d. Bioelectrical sensors are built into the door handles, and when the person carrying the remote grasps one of the handles, the door unlocks: grasping the driver's door handled unlocks only that door; grasping the front passenger door handle will unlock all four doors and the tail gate.

It should unlock with the second click of the remove... if not it sounds like you (may) have a bad door lock actuator in the rear door

Yes you can open the tailgate from the inside,if you open the housing that holds the jack and wheel spanner then you will find the hatch to open the tail gate

more likely than not the latch has closed some how if you have some one hold the the handle to open the tailgate you can open the latch by hand with a screw driver if your not sure what it should look like look at another door latch in the open position very simple to do and you cant hurt anything doing it this way

some cars are fitted with a valet key/lock 3 keys supplied new 2 normal 1 with a flute running down the middle.key with flute will not unlock the tailgate/glove box.tailgate has 2 positions key upright=locks with central locking.key turned to the left,(or right,cant remember which)then released to upright,locked,needs key to access.independant of central locking.

On the 99 JGC if you get in the rear seat on the drivers side with the tail gate closed you will see a 2 inch by 2 inch pullout on the tailgate...it should have a notch to pull off the cover at the bottom. You can then rotate the lock manually by pushing the knob up or down to lock or unlock.

Remove the fuse panel on the driver side and find the door lock relays remove and replace the relays. Make sure they are seated in the fuse panel. That should fix the problem.
