As by heat only works some of the time , you mean it doesn't blow air out of the vent's . This means you probably have a problem with the blower motor or blower motor resistor or blower motor relay .

When the blower isn't working try hitting on the dash near the glove box an see if it starts to work , if you haven't tried this . Or under the dash at the blower motor , do you know where it is .Up under dash behind the glove box . If it starts to work the blower motor has a worn spot on the motor armature . If that's not the problem buy a used control head an see if that does the trick .

Check the blower motor resistor or the fuse for the heater. The blower motor resistor should be right next to the blower motor. I hope this helps. Good luck and best wishes.
You definatly have water inside the car. Pull the carpet back in the front and rear checking for water leaks. The only way frost can develope inside a vehicle is the presents of moisture.
The other possibility is your HVAC drain is plugged and water has built up inside the heater motor area. Have the drain checked and cleaned.
