Now it will crank, but won't fire. The TV cable is extremely loose. Could this be the cause?

on purpose, but you never said how loose is loose.
most are set with 1/2' (10mm) play,
so that there is no chance of getting dangerous fast idle speeds, and jeep getting fined, $1.2 billion like toyota for this condition.
it must be loose.
if trans TV was too loose(OVER SPEC)?
then the TRANS will shift later.
and has nothing to do with no starts ever .
but if the TV itself was stuck open 100% or near
this activates, UNFLOOD mode, killing all injection. (the throttle body internal TV)
I program ECU's so know the ecu inner workings.

Hi there:Bad installing or a problem with the connections.
The most likely problem is a bad ignition switch. To find out for sure, remove the plastic covers over the steering column and remove the 2 screws holding the ignition switch in place. Make sure the mechanism coming from the key is turning the ignition switch. If the mechanism works fine, replace the ignition switch.
I would suggest removing the ignition switch and checking the mechanism in the column to make sure it is actually turning the ignition switch off.
You could have a wiring problem, you will have to follow all the wiring from the ignition switch down the column and into the harness, there is sure to be a short in the wiring harness, that is if as you said you replaced the ignition switch for a new one.
To test this, remove the plastics around the steering column and pull out the wiring plug to the ignition switch, if the ignition turns off you have another faulty ignition switch if it stays on wiring harness has shorted out.

sounds like the fuel pump thats how they go try bangging on the gas tank it may have a rust buld up
If this is a Diesel, the glowplug timer is bad or the glowplugs are bad. For either Diesel or a Gasoline unit the fuel should be available at startup.
Slightly different problems for fuel delivery for each system but pressure can be read with proper tools to let someone diagnose this and eliminate or confirm whether the engine is fuel starved. Then repaired to solve lack of fuel pressure.
