    Hi navin kant
Do you need the label? If so you can't buy that anymore, suggest you try and buy a used owners manual may be available on ebay.

1999 Cadillac STS with no Power Locks, Fuel Guage or Trunk Release. Can anyone tell me which fuse

I'll take a stab at it.
I assume you mean you have a Seville STS.
The one thing that involves all three circuits is the body control module.
There are several fuses that power that module, most of them are in the fuse box in the trunk. I would start with those fuses regardless how they are labeled. One in particular is labeled RLY IGN 1 - - its a 10 amp fuse.
You may need to get a book to find all of the fuses and circuits, once you find the fuses you will need to test the circuits to find out what made them blow.

Radiator fan and condenser fan wont run

There are relays for both fans under the hood. There is also a fuse box under the hood, and a fuse box under the steering wheel to the right side. The fans are controlled by a temperature switch located on the radiator as well. Check all of these items. The box with the realys says "fan relays" on the cover. THe main fuse box under the hood is also labeled. Everything is labled as to what it is. If fuses and relays are okay, check that temp switch. if the fans do not realize that the car is hot, then they will never turn on.

Open the passenger door. On the right side of the dash panel there is a plastic panel labeled "FUSES". It pop off and your should find your bad fuse there. On the backside of the panel, there is a schematic showing what fuse goes to where. Good Luck.
