The starter will turn but barely but just won't start. Unless I push start it but it shudders,

buy a battery charger and a voltmeter (DMM)
change battery for 6 to 10 hours
a 10 amp charger can get it back in 4+ hours.
does the battery now crank engine with a FULLY charged battery?

if yes, battery is ok, if not , not.
if yes, then maybe the battery was discharged due
to phantomm drains. (lights left on, or phantom current drains, lots can happen here,)

IF you are able to jump the vehicle using cables connected to another car then it is a power issue, if the vehicle stays running after starter you can most likely rule out the regulator, it sound like the battery is weak and dieing, it can be strong enough to run the radio without having the power to start the ignition.

Ignition relay or fuse could be the problem. When you turn the key to start do you hear a fuel pump kicking on and or do you have spark when you hot wire the starter (I know it's hard to check while trying to start it)? You can email me back and I might be able to pinpoint it more.
It sounds like you have a bad actuator. This is attached to the starter and has a solonoid that pushes the starter motor gears into the engine gear. If the solonoid is faulty this may happen. Also check alignment of the same.
The ignition key cylinder in a Buick
unlocks the ignition and allows the Buick's engine to start. The
cylinder contains a switch on the end of it (inside the cylinder) that
sends an electric signal to the starter motor. When the ignition key
cylinder fails, the Buick won't start. When this happens, you'll need a
new ignition cylinder. Purchase replacement cylinders from Buick.

I took it to get tested cause the service engine light is it says cps and the battery and alternator is good but the starter motor sounds weak but on a hot day it will start right up
