It appears the signal from the sender is being shunted. I expect that water or corrosion is interfering with the speed sensor signal at one of the connections.

I might check with the dealer before rewiring the connection. The problem will most likely be localized to one connector or a in a short section of the wiring harness. There may be a maintenance alert issued by KIA on the problem. It would be a lot easier to correct the problem at the source.

If electronic the speed sensor may be heat failing. If cable driven the gears may be worn out.

Make sure the connections are good and the wiring is not chaffed or broken/burnt . Usually the sensor is just bad and replacing it fixes the speedometer.
Also, Rock Auto may be cheaper if you cross check with several suppliers.
