I'd start by doing a power check from the battery to the starter,
- Battery - charged, connected, terminals good, wires good, ground cable connected to engine/frame?
- Heavy red wire connected to solenoid, and from solenoid to starter?
- Solenoid function check - small terminal to positive - if it works then check power source from ignition switch - if it doesn't, short across thick wire terminals. - if it works then solenoid is the problem.

Is that why you changed the ignition switch in the first place ? No crank - no start ? Did you check the park neutral switch ? Is there a theft light lit ? Theft deterrent relay ? You have to know how it works if you want to fix the problem . When you turn the key to start , the B+ power goes through the park neutral switch for automatic transmissions or the clutch start switch for manual transmissions , to the theft deterrent relay , to the theft deterrent module . If there is no anti-theft system problems the theft deterrent module energizes the relay ,closing the contacts inside sending B+ voltage to the S terminal on the starter solenoid . No where in the DTC - description does it say anything about replacing any modules . An does not have anything to do with a communication problem ! You need a professional grade scan tool to communicate with the PATS system ! An if you don't know these thing's you better take it to pro !!!!!!!
P1260 - Theft Detected - Vehicle Immobilized
Indicates that the passive anti-theft system (PATS) has determined a theft condition existed and the engine is disabled. This DTC is a good indicator to check the PATS for DTCs.

Theft indicator flashing rapidly or on solid when ignition switch is in the ON position. Check anti-theft system for DTCs. Typical vehicle symptoms are: Start/Stall or Crank/No Start. NOTE: No crank symptom only on vehicles equipped with PATS starter disable feature
Be sure the AIR BAG/VATS fuse 10 amp, is good. there is a STARTER ENABLE RELAY up high on the left of the steering column. I ASSUME the anti theft light is not flashing?" at the STARTER ENABLE RELAY the YELLOW wire is hot in the crank mode and comes out large PURPLE to the starter. the small purple wire is hot in the crank mode if the fuse (air bag/vats) is good. the small yellow is grounded through the park switch and the VATS module (anti theft)
Check the small wire going to the starter relay. It should have 12V when the ignition is in the start position. If it doesn't, you either have a bad igntion switch or a wiring problem from the switch to the relay. If you don't have a volt meter, you can use a 12V test light. Let me know if you need more help.
TRY REPROGRAM KEY .PUT KEY IN IGNITION SWITCH TURN IGNITION SWITCH ON POSITION 20 SECONDS DONT START ENGINE WAIT 20 SECONDS TURN OFF SWITCH THEN TURN SWITCH BACK ON 20 SECONDS WATCH THE THEFT SECURITY LIGHT BLINKING.WHEN THEFT STOP BLINKING VECHICLE WILL CRANK.IF LIGHT STILL BLINKING.TRY FEW MORE TIMES KEY IN SWITCH ON POSITION FOR 20 SECONDS.MAKE SURE YOU HAVE THE CORRECT CAR KEYS IN SWITCH IF NOT WRONG SET OF CAR KEYS WILL SET OFF THEFT SECURITY SYSTEM.IF KEY RESETTING TRICK DONT WORK.CHECK BATTERY POWER MAKE SURE YOUR BATTERY HAS 12.5 VOLTS AND CHECK SECURITY THEFT FUSE.IF ALL LOOKS GOOD YOUR SECURITY HAS TO BE CHECKED OUT AT THE DEALERSHIP.
CHECK THE INSTRUMENT CLUSTER FOR POWER TO GAUGES TO SEE IF THEY WORK WHILE IGNITION IS IN THE ON POSITION.IF NO CHECK THE 40 AMP IGNITION FUSE.IF FUSE GOOD IGNITION SWITCH IS BAD OR HAS A LOOSE OR BROKEN WIRE.IF FUSE GOOD ALL GAUGES IS WORKING.I BE LOOKING AT STARTER AND STARTER SOLENOID.REMOVE THEM HAVE AUTO ZONE TEST STARTER.OR YOU CAN GET A REMOTE STARTER SWITCH AND SET OF BATTERY CABLES.HOOK BATTERY CABLES TO A BATTERY.WITH STARTER OUT OF CAR TAKE BATTERY CABLES HOOK NEGATIVE BATTERY TO STARTER BODY FOR GOOD GROUND.TAKE POSITIVE BATTERY CABLE HOOK TO STARTER POSITIVE TERMINAL WHERE POSITIVE BATTERY CABLE GOES.THEN HOOK THE REMOTE SWITCH RED WIRE TO STARTER POSITIVE TERMINAL AND THE OTHER REMOTE SWITCH WIRE TO THE S OR SWITCH TERMINAL ON STARTER SOLENOID.PRESS THE REMOTE SWITCH IS STARTER RUNS GOOD WITH NO FUNNY NOISES ITS GOOD IF STARTER DONT RUN THE STARTER SOLENOID OR STARTER IS BAD. THE PROBLEMS IN YOUR CAR COULD BE A BAD KEY TRY ANOTHER KEY YOUR CAR HAS THE THEFT DETERRENT MODULE SYSTEM BEST TO HAVE CAR SCAN TO CHECK THE THEFT SECURITY MODULE AND THE TRANSMISSION NEUTRAL SAFETY SWITCH IF ITS BAD STARTER WONT WORK.ALSO CHECK THE THEFT DETERRENT MODULE RELAY. BEFORE REMOVING BATTERY CABLES TURN OFF RADIO SO YOU WONT LOSE YOUR RADIO PLAYING CODE.
DEALERSHIP HAS TO FIX IT.ANY TIME YOU HAVE PROBLEMS WITH ANTI THEFT SECURITY SYSTEM THE DEALERSHIP HAS TO REPLACE AND REPROGRAM CAR.IT COULD BE KEYS WORN BAD OR IGNITION SWITCH AND PCM CANT RECOGNIZE KEY.THE CAR WONT CRANK.
1999 cougar. before they tell me I need a fuel pump I want to be SURE the anti theft system has not shut off the fuel to the engine. how do I confirm that?
