The heads was replaced on a 97 accord. the car now wont rev higher then 3000rpm? we put the car on timing but still the problem!

Hmm........timing belt could be off by 180 degrees......heads were changed? Did any antifreeze get into exhaust? If so, catalytic converter might have been damaged and clogged. I would have it checked out at a service repair facility
