I even stuck a leaf blower in one of the dash ports and a strong flow of air comes through all of them. The cables to the controls that tell the air where to go seem all connected. The problem is there whether the heat is on or the AC
Easily check the problem with the ac by seeing if the ac compressor clutch is engaged when the ac is off

depending on the vehicle condition in the cab it is possible for the evaporator fins to become clogged with dirt,dust and greasy gunk ( dirty black /grey color same stuff that blocks the ac drain pipe )
as all air passes through the evaporator to get to the vents any blockage here will stop air flow
it can be cleaned by a coil cleaner product used to clean house hold ac units but don't use any think caustic or with alkaline base as that will eat the aluminium material
