Look like the design change was later, but 1998 might be iffy unless your 1998 was made in 1997.

by the battery in engine look at fuse cover for layout

There may be a inline fuse since it is 12v direct to the battery check you red wire and look for a inline fuse. Good luck

should be under the hood on the drivers side in a fusebox. There's also a fusebox above the pedals inside the cab. The one under the hood should have a diagram showing you where the horn fuse is. If you want to look for one inside the truck, you need to look in your owners manual. Keep in mind, there's also a relay for the horn.

There should be a diagram molded into the cover or printed and stuck to the inside of the cover. There maybe a fusebox inside the cab as well as under the hood, although the one under the hood may only contain relays.
