Sounds like e.g.r. valve is stuck and not fuctioning because of carbon build up, you will have to take off and clean, and clean inside intake where it bolts on, use a shop vac for that, also you can buy a screan gasget at any auto parts store to keep any particals you miss in intake from geting back into e.g.r. valve. this should cure both your problems.

hook a vacuum gauge to the intake manifold and, check for a vacuum leak in vacuum hoses and, fittings

best bet is to stop in at a Pep Boys, Autozone, or similar big autoparts seller, and ask for free trouble code scan, which should pinpoint area causing problem. If not obvious by codes, what is necessary to repair the problem code, get back to us with those codes and we will be glad to assist you further. Under what conditions? Sitting stopped with engine running? Sitting stopped with engine OFF, transmission in park, but heater / AC blower running? Driving down a highway in a straight line? I have a 2001 Chevrolet Impala LS 3.8 and it starts and idles fine in park but while driving the rpms aren't where they normally are and fluctuate a lot sometime causing the car to surge or jerk.

Possible ignition misfire causing this problem. Is the check engine light on/flashing? If so, have the codes scanned to help, isolate the problem. Even without the check engine light on, the computer will sometimes store a code that can be helpful in diagnosing this issue

Most likely a P0011 DTC will result in one of the following: hard starting, poor idle, and/or stalling. There are potentially other symptoms as well. Of course, when trouble codes are set, the MIL (malfunction indicator lamp, a.k.a. the check engine light) illuminates.

2006 impala idles rough. changed plugs and air filter, their is no hesitation when stepping on the gas and runs smooth when driving

The needle valve inside the plenium chamber has probably got a build up of carbon on it making it idle fast and rough. Remove the end of the plenium chamber and give the needle valve a good clean.

Mine was doing that also.. We changed the two EGR valves, changed spark plugs and wires, and finally cleaned the Mass Air flow Sensor with carburetor cleaner. That seemed to helped the most. You have to take the sensor off to do it.. you can find a youtube video that explains it. Now all I have to do is figure out why my car's RPM's surge when slowing down.

2006 Taurus surges

Take your car into an Autozone. They do free engine diagnosis when the check engine light is on. They'll hook it up to a reader and it'll give them a code to cross reference. That'll at least let you know why your check engine light came on. I'm sure it has something to do with the surging as well. You'll at least have a better idea of where to begin looking.
