Is it possible that the battery isn't fully charged? The interlock is electro-mechanical. Turning the ignition on and putting for foot on the brake should release the shifter lock as you said.
For starting issues you need to connect a scan tool and check for DTCs.
If you have a shifter on the floor look for a small cover. It will allow you access to a shift release manual button. If not check the manual it will show you.
CHECK MAKE SURE BATTERY FULLY CHARGED IT HAS TO BE 12.5 VOLTS BEFORE THE BRAKE TRANSMISSION SHIFT INTERLOCK SOLENOID WORKS.IF BATTERY POWER GOOD CHECK BRAKE LIGHTS TO SEE IF BRAKE LIGHTS SWITCH IS WORKING.IF NO CHECK FUSE.IF FUSE GOOD BRAKE LIGHT SWITCH IS FAULTY. IT CONTROL THE BRAKE TRANSMISSION SHIFT SOLENOID ALSO THE NEUTRAL SAFETY SWITCH.IF FUSE AND BRAKE LIGHT SWITCH IS GOOD.YOUR PROBLEM COULD BE A FAULTY NEUTRAL SAFETY SWITCH OR BRAKE TRANSMISSION SHIFT SOLENOID FAULTY.
yes this car has everything electrical even transmission shifter.if the battery were totally dead it will take long time to revive it, even if it comes back most never do but jumping the battery terminals should let you shift it into neutral unless the cables you have are bad,.load test the battery if its good than check for bad fuses and bad connections.
