Not quite sure what you mean by got around passenger seat. But if the seat is blocking the belt from retracting, then you only need to unbolt the seat from the floor enough to manipulate the belt around the seat. Or just completely unbolt it all the way, you just need a 14mm deep socket and a ratchet. But if you mean the belt just won't retract, then you'll need a new retractor assembly. Your owner's manual should explain how to install a car seat. If not, you can go to a GM or Chevy dealer and ask for assistance. This is a mandatory safety problem they should not charge you to just assist in installing the seat.

k this means that your dash doesnt have constant power like it should and have to take out the speedometer assembly and check the red and yellow power wires make sure they are connected sounds like one is not probably the yellow belive it is the constant and this should stop seat belt problem to it prbly touching the seatbelt wire or grounding it out hope this helps also check and make sure your trip reset button is not stuck just for s/g
if you know about a engine you dont need a picture.i will take you through the setup.1old belt removed and nothing in the way,get a clean rag and put a little cleaner on it and clean all gears and i mean all the gears and the backing plates ok done.2take a very close look and you will see a small dot on the gear also take a look at the backing plate/cover and you will see a small dot, line the two of them up ie facing each other and keep them facing,do this with all gears and once you are happy fit belt and tighten [water pump has no marks so its ok],before you tighten belt make sure all dots a lined and i mean not a tooth out,please rate this answer.adrian,,,,,,,,,,,
timing on all camshaft im familiar with have a dot stamped on the gear and one on the adjacent gear it meshes with, the trick is to get the two dots to line up with each other for proper timing.
the camshaft runs 2:1 to the crankshaft, so if it wont run, that means your 180 degrees off. line everything back up the dots that is, take the belt off and rotate the cam 360 until the dots are in line again and reinstall the belt.
should fix you up.
