You are going to have to break down and check the wiring to it. Most likely the switch is bad, you can pull up a diagram and make sure power and ground exists only when it should with the switch in several positions to accurately diagnose it.

Replace the wiper regulator. It's on the passenger side by the firewall. But before you replace it. Look at it. There is a small spring loaded catch. this catch rarely goes bad. But what it supposed to catch is a small metal arm., at the base. Sometimes the arm breaks off(replace the regulator) most times it just bends out of the way. bend it back to 90 degrees.

Do you hear any kind of noise when you starter the wiper function. If yes then fuse is ok, but issue is wiper motor.

If no movement at all and no noise then its blown fuse or shorted/loose wiper control wiring: -----

I am trying to replace the front wiper motor for my 2001 chevy venture. The wipers are not parking fully down, and the intermittent setting parks the wipers about half way up until it is ready to wipe...

Check that you have connected the wiper motor correctly - ensure that you havent inadvertently got the polarity wrong!.
Leave the wiper arms off until you get the motor to run and park using the normal wiper on/off switch.
The motor 'park' control switching is normally an integral part of the motor drive gear and is not adjustable.
During your testing, affix a temporary indicator pointer to the end of a wiper arm drive shaft (use masking tape or similar) to prevent damage to motor or levers.

Windshield wipers stay up on the windshield, wont go back down when i shut them off

There is a wiper pulse board on the wiper motor itself that is failing, this can be replaced without replacing the entire unit.

Windshield wipers wont shut off

The problem is in the wiper motor assembly. Did you ever notice that when you switch the wipers off they always go back to the home position? This is due to a switch that keeps the wiper motor operating until the wipers are parked. In many older GM vehicles this is accomplished with a leaf type switch which opens when the wipers are in the correct position. when the dash switch is turned on this switched is bypassed keeping them on-when the wipers are turned off the motor continues to operate until this connection is broken.

Inside the wiper motor housing there is a nylon gear that drives a cam that cycles the leaf switch-most likely the gear has become damaged so it no longer drives the leaf switch allowing the switch to remain closed. A cheap fix is to disassemble the motor unit and piece of tape between the contacts. Although the wiper will not park properly they once again can be controlled by the dashboard switch.

In later vehicles the wiper position is located with an electronic sensor with a small PB board - the repair of this gizmo is beyond the scope of most shade tree mecahnics - so the solution is to replace the entire wiper motor assembly - unfortuneatly.
