A bad relay or a shorted wire. Pull the relay, turn the ignition on. Fuse pops, bad wire from the ignition switch to the fuse/relay panel. If it doesn't, swap relays in the panel. Turn it on, if the fuse pops, bad wire to the ECM or the ECM has shorted internally. If it doesn't pop, replace the relay.
