The mechanism that grabs the belt on impact, will not let go with normal pulling.
You need to be very careful in opening and doing anything to the seat belt mechanism. There is an inertial mechanism inside that licks the belt when the vehicle suddenly decelerates. You may have already experienced this when the belt won;t move when you have hit the brakes in a parking lot, but then it moves once you have stopped.
You can see if there is anything stuck inside the cover, but you may find it easier to go to a junk yard and buy a used belt that was originally in the same model car.
I agree it's kind of like having a climber's rope and it suddenly catching you it works pretty much just like that you can also try putting some graphite in it which is a dry oil and that'll help the mechanisms move a little better as well....
And graph I also works well on locks that are kind of Frozen when you put the key in put some graphite in the lock with the key in turn a few times and wallah you're lock and key will work better than new.. hope that helps

There is most likely dirt debris and junk of all sorts from the life of the vehicle that is gathered up in the clean the gears and locking mechanism of a seat belt a good pair of cleaning behind the cover should solve your problem

the honda dealer can fix but charges alot. i say take off pannel (it pops off) and see if there is junk in there or if you pull it to far this will happen all the time
