Have some were pull codes from your car if the check engine light is on, more then likley its the output speed sensor. but then again dodge has had issues with wires breaking or being melted if to close to the exhaust. look for visible signs of bad wires. http://instrumentcluster.com/
I think you'll find that it's in second gear, not first; this is part of that transmission's "limp home" feature, which takes over when the computer detects a sensor malfunction. Until that sensor (in your case the speed sensor) is fixed, the computer will refuse to let your car shift into any forward gear except 2nd.
