Actually, my wiring info calls it a power outlet. Note the picture. That fuse should be in the integrated power module, under the hood. Usually a fuse has a bare spot over each fuse leg, use a test light, If both legs light-up, so far so good.
In the diagram, the top wire is voltage, bottom wire is ground. You have to have both or it won't work. The ground wire is black.

It is fuse #14 in the "under-dash" fuse box. It will be a blue, 15amp fuse.

It's fuse # 25 a 15 amp. There is a relay in this circuit and the ignition switch must be on or accessory. By the way, sometimes what you are trying to plug in just doesn't make good contact.

Have to check for voltage at the 12 volt connector and the lighter rectable. Either your not getting 12volts to the connector or your getting 12volts at the connector but not at the rectable,. Where ever the voltage disappears is your problem.

Fuse map comes in the user manual. You can get a copy at the nearest dealer. Service documentation available to technicians list fuses in their respective contest depending on the chapter, and there is no fuse map.
To fix your problem:
Check fuses 5 and 19 in the in-dash fuse box, located below the steering wheel on the driver side (passenger side in some model- check both sides). Below a pic:
Near to the fuse box there is an auxiliary relay box. Check also for fuse 19 in the aux relay box. Here a picture:
If that does not fix the problem, check the mirror fuse and wiring . See Body and Chassis Electrical (from workshop manual).
