They maybe referring to the IAC valve (idle air control) which is in the side of the throttle body. You can unplug the IAC and then remove from the throttle body.
Most times they are held in the throttle body by two screws. Give them and the throttle body a good spray with throttle body cleaner.
Your car probably requires a comprehensive engine tune up. During engine tune up mostly three areas are addressed: 1. Restoring the cylinder compression. This system requires the adjustment of valve tappet clearance at operating temperature. Inlet=0.25mm-0.30mm, Exhaust=0.25mm-0.35mm) 2. Servicing the air and fuel system. Servicing and inspecting the throttle body, ISC (Idle speed control valve), element air cleaner and MAF ( mass air flow sensor) Fuel pump pressure approx. 38psi - 44psi. 3. Servicing the ignition system. Inspecting and/or replacing/adjusting the spark plugs gaps(0.9mm-1.1mm), igniters (visual inspection) Regards, Shadab Lodhi
any car the rpm shouldn't exceed the 4000 round per minutes and you can check it from the sound of the car if it's so loud you should decrease the acceleration pad or give the next gear if it's manual if it's automatic don't panic

if your trans fluid is full it may be an internal problem in the gearbox even in the converter its hard to diagnose without seeing the car but i can sure try to help if you can add any other noises or symptoms i will see if i can help you pinpoint the problem
