A new battery will not correct a theft activation issue. If the system is activated the theft light will blink and the vehivle may start and stall or not start at all. You can try locking/unlocking doors with key fob to see if the system resets. If it doesn't reset, there is a procedure of turning the key to the on position and leaving it there for 15min. Turn key off and then try and start vehicle. This may reset the security system.

the wire that goes to the ignition to the anti theft device is probably broken if you call a good locksmith they can go in through the steering column and fix it same thing happened to my 95 eldorado apparently cadillac designed the anti theft system to coincide with the ignition and is connected to the ignition with two wires that turn as the key is turned the wires twist and eventually they wear out

Not sure if it will work for this car, but turn the key to the ON position, and leave it like that for 10 - 15 minutes. I know thats how some GM cars are reset. If you have a weak battery be sure to hook a charger up to it while doing this.
